Strategic thinking and guidelines, governances, are in the upper tiles. And on operational level: the moment of truth, that is the place where the real value is/should be created. During the program we will use this model in a dynamic way. The old strategic, tactical and operational layer is not reflected any more as management layers. It has to do with different ways of interacting.
